Virginia Beach SPCA Seeks Help After Rescuing 45 Dogs From Hoarding Situation

Virginia Beach Society for the Prevention of Cruelty to Animals (VBSPCA) posted a plea for help after taking in 45 dogs surrendered from a hoarding situation on the Eastern Shore.
